ADP strengthens the High Value Agricultural (HVA) sector by providing technical assistance and training to:
- Assist Moldovan growers, processors and other agribusinesses to identify target products and markets;
- Introduce advanced production technologies and new varieties;
- Facilitate access to credit and finance;
- Facilitate trade linkages between growers, processors and markets; and
- Develop sustainable systems of market information.
Technical Assistance and Training
ADP provides an integrated technical assistance program to HVA growers, processors and other agribusinesses to resolve production, pre and post harvest handling, and cold chain management constraints in order to facilitate marketing of high value vegetables and fruits, either directly on local and regional markets or by linking them to Value Chain Drivers* with the financial and trade capacity to access export markets.
* Value chain - The stages through which a food product passes before reaching the final consumer. The value chain begins with production, moves through harvest and post harvest handling, processing and packaging to exporters and finally to consumers.
*VCD - A commercially-significant value-adding enterprise (e.g. cold storage facility, packinghouse, drying line, processor, etc.) that holds a central place within a specific value chain [with clearly defined linkages to raw material suppliers, traders and/or exporters], thus holding important capacity to drive the development of all points along the value chain.
ADP also implements an intensive training program for enterprises across value-chain product clusters (producer-processor-VCD-exporter) and, to maximize cost-effectiveness, cross-cluster groupings where appropriate, throughout the country in farm store training rooms and other training centers.
Short term training courses address critical export issues, such as: (i) adapting production and processing technologies to international grades and standards, to meet international market needs (ii) individual and joint (cluster oriented) strategic planning to realize product marketing goals and (iii) introducing and maintaining management systems to meet requirements of international food quality and safety certification programs such as HACCP, ISO 22000, ISO 9001, and EurepGAP®.

Business Management and Marketing
The ADP staff provides direct, quantifiable, profit and sales driven solutions to local agribusiness clients with whom they work. Our clients are commercial producers, processors and VCD’s, as well as input suppliers and producer marketing organizations. ADP offers training to groups or one-on-one with clients using its staff, local consultants or international experts. It cooperates with other international donors or agricultural related projects to leverage its resources and provide targeted assistance to its clients.
ADP strengthens agricultural enterprises working in the HVA sector in the following ways:
- Raw material sourcing, including development of grower contracts and producer incentives based on ability to meet contract requirements for quality and volume;
- Post-harvest handling technology;
- Implementing quality standards and quality management programs, including certification by internationally recognized standards organizations (such as ISO 9001, ISO 22000, HACCP, EurepGAP®);
- Business plan development and financial planning;
- Marketing plan development and improvement in the companies’ marketing capabilities;
- Improvements in packaging, labeling and processing technologies, including new product development.
- Developing and implementing company-wide branding for HVA products targeting both the export and internal retail markets.
The Market Information System Export Moldova (http://export.acsa.md) is a free-of-charge, web-based Market Information System that is an important tool for Moldovan agricultural companies preparing for entry or expanding their presence on foreign markets.
Launched on October 19, 2006, Export Moldova contains:
- Target market studies in English and Romanian
- EU marketing standards for fresh produce
- EU tariff rates
- EU import data
- Information on packaging companies, and regional prices in different markets
- Links to regional and international pricing information
- Links to producers’ websites worldwide and other useful websites.
EXPORT MOLDOVA also provides contact information on ADP clients and details of the products that they offer for sale.
Financial Facilitation
ADP works with bank and non-bank financial institutions to facilitate access to credit and other financial products for Moldovan growers, processors and other agribusinesses that operate in the high value agriculture (HVA) sector. In addition, to improve the availability of medium and long term credit and financing options, ADP implements activities designed to:
- Rationalize bank lending policies and programs for all HVA value chain participants;
- Introduce and improve financial and operational leasing programs targeted to the HVA sector;
- Train bank personnel to more efficiently process credit applications;
- Train and provide direct technical assistance to small and medium scale growers in the effective use of available credit instruments
