ADP - Agribusiness Development Program

Expanding Export Markets: Increasing the Competitiveness of Moldovan High Value Agriculture



Assistance to associations

Department: Agribusiness Enterprise Support Department, Agricultural Producer Development Department, Marketing Information and Development Department

Eligibility: to be determined

Technical Assistance:

  • Organization and registration of new associations, including development of effective association charters and by-laws;
  • Development of small but effective advertising campaigns, such as print ads, fliers and radio;
  • Feasibility studies targeted at development of national (or association) branding, Seals of Quality and international certification for the members of producer and industry associations;

Training for associations
  • Financial management, marketing and production technology training to staff and members of associations through domestic and regional study tours, short-term courses, training programs aimed at association development, strengthening, sustainability, self-sufficient financial viability, and new market identification.



Assistance to producers

Department: Agricultural Producers Development Department

Eligibility: Commercially oriented small-scale producers of vegetables and fruits (including table grapes) seeking to expand their production and improve quality of yields to meet market demand. The following categories of beneficiaries are eligible for assistance under ADP:

  • Commercially oriented farmers producing primarily HVA crops (fruits and vegetables and some niche produce, such as medicinal herbs, organic crops, honey, walnuts, etc).
  • Existing farm stores and other rural agribusinesses and producer groups
Qualified individuals seeking grant assistance under ADP need to fill out an application form and submit it to CNFA. Applicants are strongly encouraged to seek professional assistance from local Agricultural Producer Associations (APA) or ACSA officers that have been trained by CNFA in filling out correct application forms observing CNFA Enterprise Grants Program procedures and policy.

Technical Assistance:

  • introduction of new varieties,
  • application of new production technologies,
  • increased access to finance, particularly to help producers develop a successful credit history in order to fuel further investment in the sector;
  • improved linkages between producers and processors to improve production and quality;
  • utilization of special post-harvest techniques and procedures, such as conditioning, washing/sorting/grading, immediate cooling and cold storage.

Matching Grants for Producers (To facilitate the improvement of quality, introduce new technology and expand market access, a total of 130 matching grants will be awarded throughout the 5-year program activity.)

To facilitate the improvement of quality, introduce new technology and expand market access, a total of 130 matching grants will be awarded throughout the 5-year program activity. The following activities will be targeted for producer grant support:
  • application of modern production technologies targeted at increasing the quality of raw materials;
  • improvement of post-harvest techniques and capacities;
  • development of new plantations;
  • introduction of new varieties and innovative production practices (development and expansion of intensive orchards and vineyards, transplant seedlings, modern packaging materials);
  • development of advanced irrigation systems for small farmer groups; and
  • strengthening linkages with processing sector.

NO grant funds will be offered for land purchase.

Producers are required to match grant funds with private contributions on a 1:1 basis. Applicants not able to meet this matching requirement will not be considered for grant funds.

Producers are eligible to receive grants ranging from $10,000 -$25,000. Applicants with less than 12 months experience may be eligible to receive a "start-up" grant and will be evaluated on a case-by-case basis. To apply for grant assistance, producers need to fill out an application form and submit it to CNFA for review. Applicants are strongly encouraged to seek out and utilize qualified assistance in completing these forms; this assistance is available at regional UAP and ACSA offices, from individuals specifically trained by CNFA in regards to the EGP policy and procedures. IMPORTANT: all services related to filling out the application forms are offered to applicants at NO CHARGE.

Marketing Information services

Department: Marketing Information and Development Department

Eligibility: Producers, processors and exporters of high value agricultural products seeking to expand their access to export markets.

Technical Assistance:

  • Establishing sustainable market information services that can be provided to clients and members;
  • Identify information needs and collect relevant data on market prices, demand, grades, standards, packaging, safety requirements, allowable and mandated agronomic practices, distribution structures and buyers in specific markets.

Market Information Training
  • Short-term training courses to producers, processors, exporters and other value chain participants addressing critical export issues, such as: (1) production, processing, international grades and standards, and marketing; (2) individual and cluster oriented strategic planning for potential or expanded markets; and (3) technical innovations and their implementation.
  • External short-term training aimed at export market development and diversification.
  • Participation in trade fairs and shows to identify buyers and establish long-term trade relationships.
