Some HVA Policy Issues (Conrad F. Fritsch)

The term “policy” is often viewed from a narrow perspective of writing new or modifying existing laws or regulations. In fact, policy can be seen in practical terms to represent the systematic actions taken by a government or a company to achieve its stated (or in some cases unstated) goals or objectives. This paper takes the broader view of policy and addresses several policy constraints to realizing improved current and future economic performance in the Moldovan HVA fresh produce sector.
